Project Scope

This is an open tender for the provision of SOC T1 Operation Secondment Service to CITIC Telecom International CPC Limited (“CPC”). This serves as an invitation for pre-qualification application prior to making tender submission.

Service Location: Hong Kong

Service period: Initial 1 year, with an option to extend for a subsequent year at CPC’s sole discretion


Application for Pre-qualification

Interested parties are required to request the Pre-qualification documents by emailing proc.admin@citictel-cpc.com with the Authorized Representative details (i.e. Name, Phone no., Email Address). Upon receipt of the expression of interest, CPC will issue the complete application package (including Annex 1 and Annex 3 via email, and Annex 2 via DocuSign) to the applicants within 2 working days.


Application and Submission Deadline

The completed application and all required supporting documents stated below must be submitted to proc.admin@citictel-cpc.com on or before 3:00pm, 28 Oct 2026 (Hong Kong Time) for CPC’s evaluation. Applications that are received after the submission deadline, fail to meet the qualification requirements, or are incomplete or missing any required supporting documents, will not be considered for further processing.


Required Submission Checklist:

  • Completed and signed Application for Pre-Qualification (Annex 1)

  • Completed and signed Non-disclosure Agreement (Annex 2) via DocuSign

  • Completed and signed Statement of Anti-collusion (Annex 3)

  • Copy of a valid Business Registration Certificate

  • Copy of the company registry record as proof of Hong Kong incorporated limited company status

  • Copy of an Employment Agency License and qualification evidence.

  • Company profile demonstrating local presence, with valid evidence proving a cumulative total of at least two (2) years of secondment service experience in Hong Kong (e.g. client’s reference letters, copies of service agreement, etc.).


Collection of Tender Documents

CPC will evaluate all submissions based on the information and relevant supporting documents provided. Qualified applicants will be notified separately by CPC to collect the tender documents.

  • The interpretation rights of this tender notice and related documents belong to CPC. CPC reserves the right to cancel or modify the tender.
